Irker's coding is a little unstable. We should implement a new hook that will parse a Git checkout and send a useful post to an IRC channel.

Right now, we will implement Discord hooks and use our existing Discord bridge to allow Foundation to send webhooks to Discord -- these two communities know each other well.
