TheRaven should be able to watch an RSS feed and proxy it into a specific IRC channel when updated. Example conf section is below, where the key is a channel name

This is being handled by using bitbot. This issue can be re-opened when we decide to move webhook & RSS functionality internally -- until then, bitbot solves the need.
